Introduction
The Circular was jointly promulgated by the State Environmental Protection Administration and the National Petroleum and Chemistry Industry Bureau on May 31, 1999. According to the Circular, all producers of CFC-containing products must first obtain production quotas from the government prior to commencement of production activities.
