Introduction

The Regulation (EC) No 2037/2000 is the European Union's legislative instrument to phase-out Ozone Depleting Substances (ODS). ODS covered by the Regulation are identified as controlled substances in line with the definitions of the Montreal Protocol. The Regulation includes controls on production, importation, exportation, supply, use leakage and recovery of controlled substances. It also establishes a licensing procedure for all imports of ODS.
