Regarding, infant leather footwear, subjecting this to routine EN 71-3 soluble heavy metals results in failure because the leather is chrome-tanned

Assuming the absence of CrVI, what is the state of the evidence on the toxicity of leather that has been chrome-tanned, especially for use in infant footwear?  (Alternately,
what are the toxic issues with non-CrVI-chromium in leather?)
