Skal: EKO-Label - Restricted Substances Overview

Question:

I am looking at the IFOAM standards and they quote metals in dyes limits as being from the " ETAD agreement".  The only specific information I have been able to get from ETAD is some general information on the DyeCare program which is a product stewardship program rather than a eco-label type program. 

Do you know the source of the original information concerning this ETAD agreement ?
