Restricted Substances Overview

The new Registration, Evaluation, and Authorisation of Chemicals Regulation (REACH) is due to come into force in the first half of 2007. REACH has been hailed as the largest and most complex piece of legislation to be introduced in Europe.

REACH will drive major changes through the worldwide chemicals industry, and also require significant action by users of chemicals. Many chemicals are likely to disappear from the market.

US manufacturers need to address REACH if they export to the EU. Chemicals in “articles” that are designed to be emitted during use will need to be registered. Manufactures will need to demonstrate the chemical is registered for that use, or possibly take the chemical though the REACH process themselves. Even products not designed to emit chemicals are likely to be captured by a 'notification' procedure.
